Local Data Platform it was developed in the context of the project improvement of the framework for substantiation and evaluation of public policies for territorial development (sipoca code 713 / MySMIS 129717), carried out between October 2019 – December 2023, with funding through the Operational Program administrative capacity. The Local Data platform is part of the territorial Observatory managed by the Ministry of Development, Public Works and administration (MDLPA) and performs three main functions:

  1. System for collecting spatial data sets on urban planning and spatial planning documentation, which: - allows the loading of data sets related to urban planning documentation (PUG, PUZ) and spatial planning (PATJ) by local public authorities. - ensures automatic validation of spatial data sets with the requirements approved by the Order of the minister of Development, Public Works and administration no. 904/2023 (technical rules on spatial data sets related to urban planning and spatial planning documentation).
    By using this tool, the process of taking over the spatial planning and urbanism documentation approved within the territorial Observatory is simplified and the prerequisites for fulfilling the obligations regarding theme III are ensured.4.   2. Participatory planning tool for spatial planning and urban planning documentation, which:
    • allows the local public authorities interested to carry out citizens consultation on urban planning and spatial planning documentation, based on the methodology for informing and consulting the public on the development or revision of spatial planning and Urban Planning plans, approved by MDRT order no. 2701/2010, as amended and supplemented.
    • allows citizens to view the content of the planning and urban planning documentation under development and to submit proposals and comments for their improvement or referrals on various issues of interest.
    • ensures the automatic generation of public consultation reports for the benefit of local public authorities, after the end of the participatory planning process.
  3. Development of a digital model of county and local road transport networks, which:
    • contains the location and attributes related to county and local roads (communal roads, streets), starting from the provisions of H. G. no. 540/2000 on the approval of the classification into functional categories of public roads and private utility roads open to public circulation, with subsequent amendments and completions.
    • can be checked and updated with information from local public authorities, on the configuration of routes, legal limits (speed, tonnage, dimensions, etc.), road condition.
    • can support the development of data sets and services to help meet the requirements of Romania under the INSPIRE directive (theme I. 7 transport networks) and Commission Delegated Regulation (EU) 2022/670 of 2 February 2022 supplementing directive 2010/40/EU of the European Parliament and of the council with regard to the provision of real-time traffic information services at EU level.

In addition to the aforementioned aspects, the local data platform contains a National Register of general urban plans, updated with the support of county councils based on the provisions of Law No. 350/2001, with information on:

  • date of approval / extension of the plan;
  • status of updating documentation;
  • the amount settled from the state budget and from European funds for the elaboration of the documentation;
  • urban planning documentation, in the form submitted for collection in the territorial Observatory;
