Update validator desktop v1.4.5

A new version of the desktop validator, 1.4.5, has been released. It brings the following improvements:
1. Rules 101 and 109 have been updated, which check that decimal/real values accept 2 decimal places for the ArieINT field (the LimitIntravilanLimitExisting and LimitIntravilanLimitPropused layers).
2. A new rule has been added that checks the fields ZRS_Code and ZRS_Type - the values used must match the typology detailed in the Order, in Art.16(3).
3. A new rule has been added that checks the fields ZF_Code and ZF_Type - the values used must correspond to the typology detailed in the Order in Art. 15.
4. Added a new rule checking the information of the field Statusu_RTE - all records must have one of the two allowed values (Existing/Proposed) - see Technical Rules, Art. 21 para. (3).
5. A new rule has been added for the PointUrbanRegulations layer, which checks the allowed values in the Type_RU field - see Art. 23, para. (2) of the technical rules.
6. A new rule has been added that checks that the date is the same for all records in the ExistingFZ layer (only the Date_exp field) and in the PFAFZ layer (the Date_approved and Date_exp fields).
7. Added a new rule that checks if layers in the Geopackage file have only longitude and latitude coordinates (no M/Z coordinates).
