Update validator desktop v1.4.7

A new version of the desktop validator, 1.4.7, has been released. It brings the following improvements:
1. The possibility to validate PUZ documentation has been added.
2. Rules 3 and 12 have been updated to specifically check for each documentation that the directory name (rule 3) and Geopackage filename (rule 12) match the documentation type selected for validation.
3. Updated rules 4 through 11 and rule 13 with Blocker alert for both PUG and PUZ.
4. Updated rules 14 to 40 with Warning alert, for both PUG and PUZ.
5. An exception was added for the layer RegulamentLocalUrbanismDetaliat, for the field Clad_Hmax, so that text values are also allowed for more complex situations in RLU (rule no. 94).
6. Updated the message for Rule 173 to also indicate whether the SIRUTA code value entered in the PlanSpatial layer is correct (in addition to the intersection with the administrative boundary).
7. The message for Rule 175 has been modified to more accurately indicate errors in the geometry.
8. Introduced two rules for checking sliver polygons based on the area to perimeter ratio (180 and 181).
9. A rule has been added to check that an appropriate SIRUTA code has been used in the PlanSpatial layer (no. 215).
10. Corrected the tolerance used for topology checks (0.1 m).
11. An exception has been added to allow additional fields in all layers.
12. Minor corrections have been made to the messages presented in the validation report for clarity.
