| Permitted uses: Sunt admise următoarele utilizări: IS - institu ii, servicii şi echipamente publice de nivel comunal – sedii de primării, sedii de partide politice, sedii de sindicate, culte, funda ii, organiza ii non guvernamentale, asocia ii, agen ii, foruri ; - interven ii pentru conservarea, consolidarea, restaurarea şi punere în valoare a monumentelor istorice cu respectarea avizelor organismelor competente potrivit Legii 50/1991 cu modificările ulterioare şi Legii 422/2001 cu completările şi modificările ulterioare. - construc ii de învă ământ – preşcolar, şcolar sau liceal – în func ie de necesitate ; - constructii de cultură ; - construc ii de cult ; - construc ii de sănătate; - constructii financiar – bancare, asigurari ; - sedii ale unor companii şi firme, servicii pentru întreprinderi, proiectare, cercetare, expertizare, consultan ă în diferite domenii şi alte servicii profesionale; - servicii sociale, colective şi personale; - servicii turistice, hoteluri, pensiuni, moteluri etc. ; - restaurante, baruri, cofetării, cafenele etc.; - construcii sportive; - comer cu amănuntul; - parcaje; - spa ii libere pietonale; - spa ii plantate – scuaruri. |
| Permitted uses with conditions: - se permit clădiri cu funciuni care nu permit accesul liber al publicului (sedii de servicii şi instituii publice sau private, care prin natura activităii desfăşurate presupun un contact limitat cu publicul) cu condi ia ca nivelul parterului şi al mezaninului frontului spre stradă să fie destinat unor spa ii accesibile locuitorilor – comer , expozi ii, restaurante, recreere, servicii profesionale şi colective, etc.; - se admit la parterul clădirilor func iuni care nu permit accesul liber al publicului numai cu condi ia ca acestea să nu reprezinte mai mult de 30% din frontul străzilor şi să nu se grupeze mai mult de două astfel de clădiri; - pentru parcelele unde există locuine se admit locuine noi și anexe gospodărești; - se admite conversia în alte func iuni a locuin elor situate în clădiri existente cu condi ia men inerii a unei ponderi a locuin elor de minim 30% din totalul ariei construite desfăşurate; - se admit restaurante de orice tip care comercializează băuturi alcoolice, numai dacă sunt situate la o distan ă de minim 100 m de institu iile educa ionale; - pentru unită ile care, prin specificul activită ii lor, necesită protec ie specială: spitale, centre de sănătate, centre de diagnostic, centre multifunc ionale, ambulatorii de specialitate, creşe, grădini e, şcoli, se asigură o zonă de protec ie sanitară fa ă de locuin e, arterele de circula ie cu trafic intens, zonele urbane aglomerate, stabilită prin studii de impact. |
| Forbidden uses: Sunt interzise următoarele utilizări: - se interzice localizarea restaurantelor care comercializează băuturi alcoolice la o distan ă mai mică de 100 metri de institu iile educa ionale; - anexe pentru creşterea animalelor pentru produc ie şi subzisten ă care intră sunt inciden a normativelor de protec ie sanitară şi sănătatea popula iei; - construc ii provizorii; - dispunerea de panouri de afişaj pe plinurile fa adelor, care uratesc arhitectura şi deterioreaza finisajul acestora; - depozitarea pentru vânzare a unor cantită i mari de substan e inflamabile sau toxice; - activită i productive care utilizează pentru depozitare şi produc ie terenul vizibil din circula iile publice; - sta ii de betoane; - autobaze; - sta ii de între inere auto cu capacitatea peste 3 maşini; - Unită i agricole ; - lucrări de terasament de natură să afecteze amenajările din spa iile publice şi construc iile de pe parcelele adiacente; - orice lucrări de terasament care pot să provoace scurgerea apelor pe parcelele vecine sau care împiedică evacuarea şi colectarea rapidă a apelor meteorice. |
| Plot features: Se consideră construibile parcelele care îndeplinesc următoarele condi ii cumulate: (1) - dimensiuni minime: Subzona func ională Dimensiune minimă a terenului* Suprafa a - mp. Front - m. Cuplat 300 18 Izolat 600 25 *) constructiile insiruite sunt premise doar cu întocmire i aprobare PUZ ; In zonele cu parcelări existente, unde disponibilul de teren a condus la dimensiuni inferioare celor prevăzute în prezentul regulament, autorizarea executării constructiilor noi se va face cu respectarea normelor de igienă si de protectie împotriva incendiilor. Astfel, suprafaa parcelelor va fi de minim 200mp, iar frontul la stradă va fi de min. 12 m în cazul construc iilor cuplate (un calcan lateral) si de min. 20m în cazul construc iilor izolate (patru faade) (2) - adâncimea parcelei să fie mai mare sau cel pu in egală cu lă imea acesteia. |
| Location relative to alignment: Racordarea aliniamentelor la intersec iile străzilor se va face printr-o linie perpendiculară pe bisectoarea unghiului dintre aliniamente, având lungimea de 12,0 metri, cu respectarea profilelor transversale stabilite in plansele de circulatie. În zonele constituite dispunerea clădirilor fa ă de aliniament va respecta caracterul străzii existente, cu următoarele condi ii: - Clădirile care adăpostesc func iuni publice reprezentative se vor amplasa retrase de la aliniament la o distan ă de minim 5.00 metri, cu condi ia să nu lase vizibile calcane ale clădirilor situate pe limitele laterale ale parcelelor; - În raport cu caracterul străzilor existente clădirile pot fi dispuse pe aliniament sau pot fi retrase cu condi ia să nu lase aparente calcane ale clădirilor învecinate; - Construc iile noi se vor retrage de aliniament la regimul de aliniere specific străzii pe care se situează, dacă acestea sunt amplasate în afara zonelor de siguran ă a D.N., sau D.C.; - Amplasarea clădirilor fa ă de aliniament, pentru terenurile reglementate anterior elaborării PUG şi RLU prin documenta ii de PUZ şi PUD, se va face în corelare cu prezentul regulament; |
| Location relative to lateral and rear boundaries: - Se vor respecta distantele minime obligatorii fa ă de limitele laterale si posterioară ale parcelei conform prevederilor Codului Civil si normelor de protectie contra incendiilor (asigurarea accesului vehiculelor sau formatiilor mobile de pompieri), a normelor de însorire si iluminat natural, de protectie contra zgomotului si nocivită ilor, sau din necesită i de conservare a specificului local privind tesutul si tipologia de amplasare a constructiilor. - Distanta minimă admisă de Codul Civil între fatadele cu ferestre si balcoane si limita proprietă ii, îngrădită sau nu, este de 2,00 m si de minim 0,60 m pentru fatadele fara deschideri. |
| Location of buildings: - Pe o parcelă se pot amplasa una sau mai multe constructii principale si constructii anexe; clădirile se vor amplasa de regulă în regim izolat; pozitia lor fiind conditionată de regimul de aliniere fa ă de drumurile publice. - Intre fatadele cu ferestre ale constructiilor situate pe aceeasi parcelă se va prevedea o distan ă minimă egală cu 1/2 din înăltimea clădirii celei mai înalte, dar nu mai mică de 3 m, pentru a permite întretinerea acestora, accesul mijloacelor de stingere a incendiilor, precum si a mijloacelor de salvare (l = min. 3,0 m.); - Unită ile care pot crea riscuri pentru sănătate sau disconfort pentru popula ie prin producerea de zgomot, vibra ii, mirosuri, praf, fum, gaze toxice sau iritante etc., se amplasează în clădiri separate, la distan ă de minimum 15 m de ferestrele locuin elor. Distan a se măsoară între fa ada locuin ei şi perimetrul unită ii, reprezentând limita suprafe ei unită ii respective. Pentru unită ile sus- men ionate se asigură mijloacele adecvate de limitare a nocivită ilor, astfel încât să se încadreze în normele din standardele în vigoare. |
| Ways and accesses: - Parcela este construibilă numai dacă are asigurat un acces carosabil de minim 4.00 metri dintr- o circula ie publică, direct sau prin drept de trecere legal ob inut prin una din proprietă ile învecinate - În cazul fronturilor continue la stradă se va asigura la fiecare 30 m câte un acces carosabil în curtea posterioară printr-un pasaj care să permită accesul autovehiculelor de stingere a incendiilor; - Accesele trebuie îndepărtate, cât mai mult posibil, de intersectii, iar numărul acceselor pe acelasi drum este indicat să fie cât mai mic. - Pentru o parcelă de colt, accesul se va face, de regulă, din drumul mai putin important. - În toate cazurile este obligatorie asigurarea accesului în spa iile publice a persoanelor handicapate sau cu dificultă i de deplasare. - Nu sunt admise solu ii de circula ie de tip fundatură dacă fundătura nu are prevăzută un spa iu de întoarcere conform normativelor în vigoare sau dacă fundătura este mai mare de 100 m; - Autorizarea executarii constructiilor este permisa numai daca exista posibilitati de acces la drumurile publice, direct sau prin servitute, conform destinatiei constructiei. Caracteristicile acceselor la drumurile publice trebuie sa permita interventia mijloacelor de stingere a incendiilor. - În mod exceptional se poate autoriza executarea constructiilor fara indeplinirea conditiilor prevazute la alin. (1), cu avizul unitatii teritoriale de pompieri. - Accesele pietonale trebuie reglementate ca accesibilitate si continuitate în sistem prioritar de flux, cu prevederea amenajărilor necesare deplinei sigurante a deplasării, îndeosebi în relatie cu circulatia vehiculelor de orice categorie. - Se interzice autorizarea constructiilor pe terenurile care nu au fost prevăzute cu acces pietonal. - Orice acces la drumurile publice se va face conform avizului eliberat de administratorul acestora; |
| Vehicle parking: - sta ionarea vehiculelor se admite numai în interiorul parcelei, deci în afara circula iilor publice; - în cazul în care nu există spa iu suficient pentru asigurarea locurilor de parcare normate, conform anexei nr. 5 la HGR nr. 525/1996 si a indicelui de motorizare, se va demonstra prin prezentarea formelor legale amenajarea unui parcaj propriu sau în cooperare ori concesionarea locurilor necesare într-un parcaj colectiv; aceste parcaje vor fi situate la distan ă de maxim 150 metri de obiectivul deservit; - numarul si configuratia parcajelor prevazute in prezentul regulament se determina conform anexei nr. 5 la HGR nr. 525/1996 si a indicelui de motorizare. |

The use Local Data platform, hereinafter referred to as the "Platform" implies full acceptance of the terms and conditions set out below.
The Terms and Conditions may be modified at any time by the administrator of the platform, hereinafter referred to as the "Administrator", without prior notice to the persons using the platform, hereinafter referred to as "Users". The Administrator of the Local Data platform is the Ministry of Development, Public Works and Administration (MDLPA), which may act for the management of the platform through one or more economic operators, on the basis of a contractual relationship.
Account means a personalized profile created on the Platform that allows access to its functionalities according to the role of each user. "User" can be any person who requests access for himself/herself or as a representative or proxy on behalf of a public authority and who has an account activated on the Platform and uses its services. By accessing and using the Local Data Platform, Users implicitly accept the terms of use described below. The term "Data" refers to all information collected, stored and processed through the Platform.
Users will have permanent access to the terms and conditions for the use of the services so that they can consult them at any time. If they do not agree with the terms and conditions imposed, users must cease accessing this platform.
These terms and conditions govern the use of the Local Data platform and are governed by and construed in accordance with the laws of Romania.
a) The National Register for Spatial Planning and Urban Planning Documents (PLANURB), realized on the basis of the provisions of Law no. 350/2001 on Spatial Planning and Urban Planning, with subsequent amendments and additions.
b) Participatory planning tool, which facilitates the information and consultation of citizens on spatial planning and urban planning documents, pursuant to the methodology for informing and consulting the public on the development or revision of spatial planning and urban planning plans, approved by MDRT Order no. 2701/2010, as amended and supplemented.
c) Register with the situation of the local transportation network (MDRET), containing the inventory and the state of the roads, based on the provisions of H.G. no. 540/2000 on the approval of the classification into functional categories of public roads and private roads open to public circulation, with subsequent amendments and additions.

a) We take reasonable steps to protect user data against unauthorized access, use or disclosure.
b) However, Users understand and accept that no data transmission over the Internet is completely secure and that the Administrator cannot guarantee the absolute security of data transmitted through the Platform.
c) The administrator shall implement appropriate technical and organizational measures to protect data against unauthorized access, loss, alteration or destruction.
d) Users are obliged to comply with all privacy and security policies of the Platform and not to disclose confidential information to third parties without the prior consent of the Administrator.
a) Users are responsible for maintaining the confidentiality of their login information and for all activities conducted under their account.
b) The data collected through the Platform will be used exclusively for the stated purposes, for activity logging and aggregated statistics.
c) The administrator will take appropriate measures to ensure the confidentiality and security of the data collected, in accordance with applicable law.
d) Users agree not to use the data collected through the Platform for purposes other than those authorized by the Administrator.
a) User accounts are created and managed by the Platform Administrator. Each user will receive a specific role that determines access rights and permissions within the Platform. Roles are assigned based on operational needs as determined by the Administrator. Users must provide correct and complete information when creating their account and update it whenever it changes.
b) It is prohibited to use access to the Platform in any way that causes or may cause damage to the Platform or affects its availability or accessibility, in any way that is unlawful, fraudulent or harmful or in connection with any unlawful, fraudulent or harmful purposes.
c) Users are prohibited from reproducing, duplicating, copying or exploiting material or information on the Platform for a commercial purpose (unless the content is specifically made available for redistribution).
d) It is forbidden to use the Platform to copy, store, host, transmit, send, use, publish or distribute any material or information consisting of (or related to) any software products (spyware, computer virus, Trojan horse, worm, keylogger, rootkit, etc.) that may cause partial or total destruction or alteration of the organization or content.
e) All intellectual property rights relating to the Platform and its content belong to the Administrator and are protected by copyright and other relevant laws.
f) Users may not copy, distribute, modify or create derivative works based on the Platform or its content without the prior written consent of the Administrator.
g) Access to the Platform is restricted and based on authentication through secure credentials. Users are obliged to keep these credentials confidential.
h) Users are responsible for all activities conducted under their accounts and for maintaining their security.
i) The Platform is intended for both internal and external use by Authorized Users with accounts created and roles assigned according to the operational needs determined by the Administrator.
a) Access to certain computer resources provided by the Administrator may be restricted. The Administrator reserves the right to restrict Users access to the Platform at any time and without prior notice.
b) For Users who have username and password-based access to the Platform for access to restricted or confidential IT resources and services, they are responsible for ensuring that the password is confidential. Users shall notify the Administrator in writing as soon as possible after becoming aware of any unauthorized use of their account.
c) The User is responsible for any activity associated with the use of the Platform arising from a failure to keep access credentials confidential and may be held liable for any losses resulting from such failure.
a) The Administrator may suspend or terminate a User access to the Platform at any time, without notice, if it believes that the User has violated these terms and conditions or if the User is conducting unauthorized activities.
b) Users can request to close their account at any time and the associated data will be handled in accordance with the Data Privacy Policy.
The platform administrator declares the following:
a) will use all reasonable efforts to achieve the stated purposes of the Platform.
b) will make every effort, technical or otherwise, to ensure the smooth operation of the Platform. However, depending on various foreseen or unforeseen circumstances, there may be interruptions in the operation of the Platform for an indefinite period of time for any reason.
c) the Administrator may amend the terms and conditions of use of the Platform as and when new situations of any kind arise that so require.
d) Users are entitled to access and use the Platform in accordance with these Terms and their assigned roles.
e) The Administrator is not responsible for errors, omissions or other problems resulting from the use of data collected through the Platform, to the extent permitted by law.
Users are obliged to:
a) Use the Platform in accordance with applicable law and these Terms.
b) Do not take actions that could compromise the security and integrity of the Platform.
c) Immediately notify the Administrator of any unauthorized use of their account or other identified security breaches.
d) Users are responsible for the accuracy and integrity of data entered and for complying with all applicable rules and regulations.
